Scott Street Lofts back for another try with Historic District Commission UPDATE

Moses Tucker Real Estate will try for a third time tonight to win approval from the Little Rock Historic District Commission for an apartment project on a half block between Ninth and Tenth on Scott Street that has been unused for decades. UPDATE: The Commission approved the revised plan described below in a 4-1 vote. Neighbors have objected before to the "mass" and other details of the project. It has undergone several revisions, now down to 48 from 53 apartment and with reductions in height (by 10 feet), facade and amount of space devoted to parking. The seven-member commission will lack two members. Jennifer Carman, who owns facing property, resigned from the commission after questioning some of the early versions of the project. Another neighbor has recused from deliberations. The project needs four of the five remaining votes to move forward and there's been some doubt in two previous deferrals whether that support existed. Modifications and discussions have continued and the impact on changing minds will become evident at a meeting at 5 p.m. tonight. The city staff has recommended approval of the project. It is of the few pieces of undeveloped property left in the neighborhood near MacArthur park. In in the end the vote was 4-1. For: Chairman B.J. Bowen, Toni Johnson, Page Wilson and Becky Pekar. Against: Jeremiah Russell. Mayor Stodola was among those endorsing the project. No one spoke in opposition.
